Turkish Firms to Launch Oil and Gas Exploration Offshore Pakistan – Eurasia Business News

Turkish companies are set to begin joint offshore oil and natural gas exploration off the coast of Pakistan following a landmark agreement signed in April 2025 between the state-run Turkish Petroleum Corporation (TPAO) and Pakistani national energy firms Mari Energies, OGDCL, and PPL. This marks the first time Turkish firms will engage in energy exploration in Pakistan’s offshore zones, representing a significant step in deepening bilateral energy cooperation.
The announcement was made by Turkish Foreign Minister Hakan Fidan during a joint press conference with Pakistan’s Deputy Prime Minister and Foreign Minister Muhammad Ishaq Dar in Islamabad. Both countries are also exploring broader cooperation in sectors such as mining, rare earth elements, and infrastructure. The energy collaboration aligns with Türkiye’s broader strategy to expand its resource exploration globally, following previous offshore exploration initiatives in Somalia and joint onshore projects.
Additionally, Pakistan and Türkiye are pursuing the establishment of a Special Economic Zone in Karachi to facilitate Turkish business activities, and they plan to revive the Istanbul-Tehran-Islamabad railway to enhance regional connectivity. The agreement is part of a wider effort to institutionalize and strengthen strategic ties, including in defense and counterterrorism cooperation.
